NYS DMV Vehicle Registration
Important: For-hire vehicles (taxis, liveries, FHVs) CANNOT renew registration online — this must be done by mail or in person.
- Renew by mail: send the bottom portion of your renewal notice (MV-3 or OP-3) with a check/money order payable to "Commissioner of Motor Vehicles" to: New York State Department of Motor Vehicles, Utica Processing Center, 207 Genesee Street, Utica, NY 13501
- No renewal notice? Use form MV-82 (Registration/Title Application) matching your vehicle type instead.
- Renew in person: bring your renewal notice (or MV-82 if you don't have one) plus payment to any DMV office.

TLC Vehicle License Renewal (separate from DMV registration)
When to apply: Submit your renewal application with all required documents at least 30 days before the license expiration date. Late renewals have a 60-day grace period after expiration, plus a $25 late fee once approved.
Renewal fees: $550 vehicle renewal fee (non-WAV vehicles are charged; WAVs are exempt from this fee but other fees still apply); $75 inspection fee (for vehicles with 500+ miles; paratransit/commuter van licensees are exempt); $800 CMVT (Commercial Motor Vehicle Tax) if the vehicle is registered outside NYC. All fees are non-refundable.
Documents needed: Current For-Hire Insurance Certificate (FH-1); Certificate of Liability Insurance submitted directly from your insurance company meeting minimum coverage; if vehicle is registered outside NYS, a current copy of DMV registration; NYS DOT inspection report (MC300) showing the vehicle passed inspection (valid for 1 year, must be current at renewal).
Reminder: Your vehicle must stay affiliated with an active TLC-licensed Base or Authority at all times to legally operate for-hire.
